Dr. Victor Mizin is currently the Diplomat-in-Residence and the Senior Research Associate (Russia-NIS) at the Center for Nonproliferation Studies.  He has made his career as an arms control, nonproliferation and global security expert in the Russian Foreign Ministry having headed consecutively the Offices of ABM Treaty and Outer Space, Export Control and Nonproliferation, and UN Peacekeeping Operations and Sanctions (charged with Iraq-UN file). Dr. Mizin graduated magna cum laude from Moscow State Institute of International Relations in 1978 and received his PhD degree in political science from the Moscow-based Institute of USA and Canada Studies of the Academy of Sciences of the USSR in 1991.

Sebnem Udum is a research associate at the CNS-Proliferation Research and Assessment Program. Working with a former UNSCOM inspector she is currently doing research for UNMOVIC, and working on Turkey's proliferation concerns from the Middle East and missile defenses. Her areas of focus and specialization include Turkish foreign and security policy, Europe and the Middle East, nonproliferation, and Turkey-EU relations.  Ms. Udum has a master’s degree in international policy with a certificate in nonproliferation and conflict resolution from the Monterey Institute and in international relations from the Middle East Technical University, Turkey. Her ongoing masters thesis looks at Turkish politics and Turkey's relations with the Middle East and Europe in terms of security

Dr. Phillip Butler is a former Navy Light Attack pilot who retired from Naval service after 24 years.  He was shot down and captured in Vietnam, and has the distinction of serving the eighth longest term as a Prisoner of War in our nation's history serving 8 years.  His many combat decorations include the Silver Star, Bronze Star & Purple Heart, each of which was awarded twice, and the Cross of Valor from his home state - Oklahoma.  Phil is a graduate of the United States Naval Academy and he has a doctorate in Sociology from the University of California at San Diego.  He is the president of Camelot Enterprises, a management consulting, management training and motivational speaking firm here in Monterey. He is an activist for peace and social justice, and a member of Veterans For Peace, having previously served as Chairman of their national board of directors.

William W. Monning, J.D. is a Professor of Negotiation and Conflict Resolution and an attorney.  He served as the executive director of the International Physicians for the Prevention of Nuclear War (IPPNW) and of the Salvadoran Medical Relief Fund.  He negotiated prisoner releases in Central America on behalf of Amnesty International and the National Lawyers Guild in the 1980s and currently works as a training consultant with the Institute for International Mediation and Conflict Resolution, the United Nations Conference on Trade and Development (UNCTAD), and with the International Commercial Diplomacy Project (ICDP).  He has worked in the Middle East including Iraq, Jordan, Egypt, Israel, and the West Bank.  He serves as the faculty advisor to the Conflict Resolution Association at MIIS.
